Early Childhood Intervention

Young children with developmental delays or disabilities benefit most from early and integrated support. For more than 15 years, SOFT tulip has been working to embed integrated Early Childhood Intervention (ECI) services within Ukraine’s national care system, bringing together healthcare, education, and social services around the child and their family.
Our goal is to scale this approach nationwide and ensure its long-term sustainability. We achieve this through close collaboration with local healthcare providers, public authorities, and educational institutions, enabling future professionals to learn from the very beginning how to work from an integrated, family-centred perspective.
One of the achievements of SOFT tulip’s work was supporting the creation of The Ukrainian Association of Early Intervention (UAEI) in August 2023.
The main task of the UAEI is to unite early childhood intervention (ECI) specialists and consolidate their efforts aimed at forming and developing the ECI system and services in Ukraine to provide assistance of the appropriate level, scope, and quality to families and children in need.
SOFT tulip has focused strongly on Early Childhood Intervention (ECI), which allowed families with young children with disabilities to receive support despite the war. More than a thousand families in Kharkiv, Lviv, Odessa, and Transcarpathia continue to receive consultations, guidance, and screenings, often online.
Over 700 professionals were trained, new ECI teams were created, and government recognition and funding for ECI expanded. These efforts also strengthened the Ukrainian Association of Early Intervention (UAEI), which is now developing into a national coordinating body.
Today, the UAEI unites more than 178 researchers and specialists and practitioners providing ECI service from 18 regions of Ukraine.



We support the Association of Early Intervention (UAEI) in Ukraine as the services provided make a concrete difference every day. They build bridges to a healthier child, better long-term outcomes and more empowered families in Ukraine.
